If you just want to make the swirl marks and scratches less noticeable use a glaze or wax with fillers, they will temporarily fill the marks but over the course of a week of 2 they will become visable again. Try using forum SEARCH box first. Not being funny, but the amount of times you reply to threads with that you could simply answer the question. I get that the search function prevents the same questions being asked time and time again....but someone has already asked it, So just answer if you know.

Have you tried just changing the bulb? That would be the first thing I'd try before replacing the whole unit.

Good quality all purpose interior cleaner and agitate with a soft bristled detailing brush.
As far as fabric protectors the best rated ones are Gyeons Q2 fabric coat and GTechniq L1 smart fabric.

If you're in the UK then autoglass are quick and easy to deal with. And usually your insurance will cover the cost, with a small excess charge paid by you. Usually somewhere around the £50 region. It may just be the way I've read it but it seems as though they are comparing the cost of replacing a bulb and also full headlight units.
