A bit of advice - Never, Never use Scotchlok. They make very poor/unreliable connections and potentially damage the wiring.

Best to do a continuity check of the wires as its quite possible one or more have failed internally. Thanks Terry64. If its halogen, then it does not need a ballast. Balast if for HID lights. Sounds like you have a bad earth/connection somewhere.
