Very worrying :(
Unbelievable this poor guy's had to fork out £7k to keep the
Bailiff's at bay...despite it not being his vehicle snapped.

One suggestion I recall, is to make sure you have something distinctive at front & back of vehicle
so that when you appeal you can show evidence that yours is not the vehicle photographed
by the enforcement camera ie some customisation that's clearly visible.

I'm surprised it's got so far without resolution.

I'd have thought if he wasn't getting anywhere he should have changed his number.
