It appears that from the 1st Sept 2017 new Test procedures (real life driving) are being implemented to measure Fuel Consumption and CO2 Emissions. The New Test Procedure is called WLTP (Worldwide Harmonised Light Vehicle) which supercedes the Old NEDC (New European Driving Cycle) System from the 1980's. I have been reading recently of delays on the deliveries of new cars and I believe it was even mentioned on the QQ Forum. It appears that there are severe “Bottlenecks” for the OEM’s and I just thought I would look and see why, here is what I found which is hopefully of some interest ! - Dave :)

WLTP : Worldwide Harmonised Light Vehicle Test Procedure
RDE : Real Driving Emissions

The WLTP and RDE are expected to cause serious bottlenecks for OEMs (Original Equipment Manufacturer’s), which are struggling to get all of their cars type-approved in time, i.e. before September 2018. The RDE (Real Driving Emissions) test requires them to take every single model with every single powertrain on public roads for emission assessment.
The measure mainly affects petrol versions, and not the diesels as petrol engines now need particulate (Soot) filters, in Germany they are called OPF’s “Otto Particle Filters” to comply with the latest Euro 6d-temp emission standards, requiring extra engineering and development which is causing bottlenecks. Fortunately, this is simpler to make and to operate than a DPF (diesel particulate filter), as petrol engine exhaust gases are hotter and allow a constant regeneration of the filter.
Petrol engines are believed to be a clean alternative to diesels, because they emit less particulate matter (PM) and nitrous oxides (NOx). That used to be the case until about 15 years ago, when many OEMs introduced diesel-like direct injection technologies to their petrol engines. High-pressure direct injection increases fuel efficiency, but also PM and NOx - sometimes even in greater quantities than diesels.

Nissan / Renault CEO Carlos Ghosn warned for serious impacts from September this year to April 2019 with uncertainties on how quickly the type approvals would be given or if customers will be willing to pay the new prices because of the need to add technologies.

I have tried to find out what effect this new Testing is having on Nissan Production and Deliveries, but unfortunately there is little information available. The following is VW related and it is basically just an overview and understanding of what Motor Manufacturers are going through at the present time. VW has stopped deliveries of Natural gas, Hybrid & E-Autos due to the certification of the WLTP-Norm. Because all Diesel & Petrol Autos now require certification and due to outstanding orders the Test Areas are full, which is causing Major Problems - Dave :)

All newly launched models and engines have already had to be tested to WLTP standards since September 1, 2017. Starting September 1, 2018, this will also apply to all newly registered vehicles, even existing models. Starting in September, the registration of new vehicles without WLTP testing will no longer be permitted.

VW is facing space problem for untested vehicles. Due to the obligation for the new exhaust test, VW has calculated delivery delays for 200,000 to 250,000 vehicles.

This is correct. I've just ordered a new Mazda CX3 and delivery is November as a factory order. Mazda have no UK stock as they've been running it down in preparation for the new emissions requirements. All current manufacturer/dealer stock will have to be pre-registerd before the start of September so look out for bargains........

There is likely to be a further increase in the cost of VED for all new cars in September – not because the tax bands or rates are changing, but because of a change in the way cars are tested to produce the CO2 emissions figures that dictate the rate at which tax is charged.

Previously, cars have been tested under the New European Driving Cycle (NEDC), but a new test cycle – the Worldwide Harmonised Light Vehicle Test Procedure (WLTP) – is being introduced. The intention is that this will produce fuel economy and emissions figures that are more representative of everyday use and encourage car makers to produce more economical cars.

Since September last year, all new cars introduced on to the market for the first time have been tested under the WLTP system, but from September 2018, all new cars will have to be tested under the new system.

However, to confuse matters, until April 2020, tax and VED rates will continue to be calculated from the old NEDC results. That means that the new WLTP results will have to be ‘back-translated’ into NEDC figures and these are expected to be slightly higher than the current values, leading to another increase in VED.

How will the implementation of WLTP affect car tax?

The CO2 emissions figure is used to determine the cost of Vehicle Excise Duty (‘car tax’) for new cars during their first year of registration. For those cars approved under WLTP, a figure equivalent to what would have been achieved had the car been tested under NEDC will be used and displayed on the database. At some point, it is expected that the CO2 value obtained under WLTP will be used instead of the NEDC equivalent, although exactly when that will be is not known. When WLTP does start to be used to calculate vehicle tax, it will only affect cars that at that time are unregistered, i.e. the CO2 figure that is used for tax purposes when the car is first registered will not change during its lifetime.

As mentioned previously, where NEDC equivalent figures are used in this way, VCA will provide a link to a separate area of the site displaying the WLTP test results for that car.
