TV Licensing email scam..today via Gloucester

First time I have received one of these pieces of sh*t. Had many others though....seems I have many different bank acounts.

The "Dear Customer" text is seen on opening the email and I have corrupted the URL to be safe. On examination of the email header routing I see this server name:

Received: from cas1.gloucester.gov.uk (gloscitys226.city.gloucester.gov.uk [195.188.164.19])

So someone seems to have hacked Gloucester council? I have informed London phishing police etc but as with all other occasions I have no idea of the outcomes. Has spelling error and poor grammar....
