Many tyre fitting chains will refuse to fit new tyres on the front. They will swap back wheels to the front and fit new to the rear. If you don't agree they will ask you politely to sling your hook.
It's to do with risk assessment on your behalf, and quality assurance to minimise risk and liability for themselves and their insurers.

Maybe your air bottles were faulty at some point.

Regardless and seriously, I've only come across this practise in the last two years.

Only if the customer asks (from my experience) even then on my previous car I was charged an extra £5 to swap rear with fronts.
I own a used 1.5 DCI N-connecta 2016 machine

Quacker, which 'better tyre chains'?
Video doesn't say anything about new tyre going on the back, unless I fell asleep between his crude comments.

I didn't say it did.
I can tell that you have doubts. Costco uk will absolutely refuse to fit new tyres on the front while part worn ones remain at the back.
