Hoping to alter Emissions (DPG Regen), Airbag, ABS and steering are safety functions that cheap generic/aftermarket Scanner/Diagnostics wont do. They may pick up DTCs but no further action is allowed. The manufacturers tools run test routines to check/setup certain functions. Such routines are not on cheap scanners.
Perhaps some do like SnapOn and others but the vehicle manufacturer either forbids it or block it in some way. Or licences approved garages to perform certain tasks.
The cost of electronically assisted cars is high and includes the electronics to service such electronic assistance. Much of the professional diagnostic equipment falls into the area of Automatic Test Equipment (ATE).

I just got an autel AP200 ,from amazon at 60 euros. It give a full scan and coding features, as dfp reg , injectors coding. License is free for fhe first car brand, any other brand 15 euros x 12 months. I think is the best compromise from a generic obd scan and a professional tool.
