Also, here is another thought. Its about the LUX, or the amount of light being emitted by LED. Where do you think that huge increase in light output goes after it hits the road? That's right, it bounces off the road & hits the on coming driver right in the face. So now he has light from super bright headlights & the extra light coming off the road & any other reflective surface dazzling him / her. That's why the LAW limits the light output of car headlights.

Do you think we have done this to death now?

Doesn't the law limit by wattage though, not lux? I read 65W was the limit - ie no account for the different types of bulbs you can buy these days.

Btw, I agree with your prior point, it's all about where the light is focussed. I have seen many obviously LED bulbs that dazzle but also many that do not - usually as they simply weren't very bright.
