I drive round the city 90% of the time so theres a lot of stop/start driving.(aircon on)
Im getting 19 Mpg or 15L/100km.
The claim is 6.2L/100km.

How can my fuel consumption be so terrible?

Could not tell you why, but that does seem low. I'm in a week old 1.6T Tekna which is averaging 28.8mpg which I consider to be good seeing as I have a very! heavy right foot :)
Have you booked it in with your dealer for them to investigate? My MPG suffered in my 1.2T after it's 1st service and the avg fell to around 26-28MPG which was strange, but seeing as this new 1.6T is actually on par and has the extra speed I'm not too fussed.
Maybe try changing your driving style for a while to see if you have any noticeable improvement :|
New: 2017 1.6T Tekna same as below but Pearl Black, Hood Deflector, Sill Protectors
Old: 2015 1.2T Tekna, Gun Metallic, Panoramic Roof, Chrome Front Lip finisher, Rear Glass Finisher, Trunk Lower Finisher, Door Sill Strips, Mirror Trims, Mud Flaps.

Leave the air con off until the engine has warmed up (if possible).
Make sure your stop/start is activated.
Small increments, I know, but got to start somewhere

With my month old 1.2tekna the first dealer tank of petrol gave me an average of 32mpg, mostly short 5-10 trips. On a 140 mile fast trip on the motorway, 70-80mph with revs between 2.5-3K I got 38mpg. Looking at the trip computer it would have been better at a constant 70mph and a lot better at 50 or 60 but the latter speeds are unrealistic on a fast flowing British motorway.

After a diesel Toyota which always returned 50-60 mpg, it is all a bit of a shocker, except I knew that this would be so and deliberately did not buy a diesel because of my low annual mileage.
1 March 2017 brand new Tekna, 1.2 xtronic, 17" rims with space saver spare wheel. To avoid the £299 protection pack offered by dealer I spent £120 on after market mats, door sills and boot protector. Autoglym high def waxed by myself.

I must say some of the mpg figures mentioned here seem very poor, I have the 1.5dci and it's always in the high 50's mpg, I'm happy with that.
Even my 6yr old 1.8 diesel van averages 42mpg fully laden and It gets thrashed everywhere.

So in the return journey from Gatwick 18 or so days later I was tired and jetlagged(yes I know I shouldn't have been driving and won't do it again) I drove between 50 and 60 mph and averaged 48 mpg over 140 miles. With the cruise control set at 50 the computer was recording high 50s mpg. Not so bad? Obviously if I want to save petrol money, I need to drive slowly!
